The WAR Foundation uses recovery capital and the REC-CAP tool to support individuals in overcoming substance use disorders by leveraging internal and external resources. Recovery capital encompasses the personal, social, and community resources that can be mobilized to initiate and sustain recovery. These resources include supportive relationships, access to healthcare, stable housing, employment opportunities, and personal skills and strengths. The concept emphasizes a holistic approach to recovery, focusing not just on the cessation of substance use but also on the overall well-being and quality of life of the individual.

The REC-CAP (Recovery Capital Assessment and Planning) tool is an evidence-based instrument designed to assess an individual’s recovery capital. It evaluates various dimensions of recovery, such as commitment to recovery, involvement in recovery groups, engagement in meaningful activities, and social recovery capital. This comprehensive assessment helps to identify strengths, barriers, and unmet service needs, providing a clear picture of where the individual stands in their recovery journey. The tool supports trained navigators in guiding clients to set concrete, achievable recovery goals and to track progress over time. By regularly reassessing recovery capital, the REC-CAP facilitates ongoing support and adjustments to the recovery plan, ensuring that individuals receive the necessary resources and guidance to maintain long-term recovery​​.
